They are still shaking down the rules, so you'll probably get a better answer in a few weeks. But the bill as ped refers to "NET INCOME TAX LIABILITY" which sounds like it would be AFTER credits, at least after most of them. So just count on the $300 for each of you and for each child - no way to tell yet for sure on the full amount, but probably not.
