What to do after a city hall wedding?

It's going to be really cold for a boat cruise, unless you want to take an actual cruise. The little cruise ships that go around Manhattan might be done running for the season. I'm not sure if they run year round. A nice dinner is always good. NYC has thousands of restaurants, so there are plenty to choose from. You could book tickets to see a Broadway play since it's only a few people.
