What can I do now? Is it my conservativeness?

I am feeling embared to ask this but have to. I am 21. I met with a boy on 21st March this year. After some days we became friends. We go regularly p good time with each other. But the problem is his hands. His hands are always ready to touch my thigh & waist. when we seat besides hands come in between of two thighs that makes me guilty. Sitting in a lonely place he plays with my jeans's zipper. When wearing skirt he put hand under it.I told him to do these with other girls but he doesn't. What rubbish when I become angry he says 'it is kinda love & I am not doing infront of anyone,we are alone!' Even when driving he's more attentive in my legs than driving! So, tell me what he does is guilty or me is conservative?
