Can I take a sport parachute (with AAD) as a carry-on on an international flight?

There is nothing in the rules that states that you cannot take it as carry on. However, the US rules mean nothing in another country. If it is refused, what will you do with it it then? You probably will not be ab able to check it so you would lose it.
